Laikipia Public Service Reforms Bears Fruits

The past two years have seen unprecedented and far-reaching reforms in the Laikipia County public service. These reforms are informed by the need to deliver change in society through delivery of quality and efficient service.
Indeed, transformation of societies, whether in Rwanda, Singapore or South Korea has been driven by a small band of visionary, committed and dedicated public sector. We wear staff IDs because we are proud of who we are. Our vehicles are branded because we are believe in the Laikipia Brand!
We started off by putting all our staff on performance targets, appraisals conducted twice yearly. We introduced spot awards for those who show exemplary performance. To measure their performance and level of service delivery, our staff are required to develop individual work plans which are linked to their respective departmental work plans.
The staff complete time sheets on weekly basis to show what they do every day. In addition, these reforms ride on the County Operations Management Systems (COMS) platform, which is a real time performance management system.
A critical component of the reform is the on-going comprehensive staff audit which aims at rationalizing the staff by ensuring right placement as well as making sure there are no ghosts workers. As of yesterday a total of 1,021 members of staff have completed the exercise.
Reforms have also seen the training and merit-based promotions for the staff.
Initial fruits of these reforms are already visible across all the departments where staff work on clear targets within certain timeframes. For instance, apart from growing own source revenue by Sh211 million in 2018/19, (35%) the County Revenue Board has managed to shed off Sh53 million from its annual wage bill. In addition, it surpassed the target by 19.7m.
The department of water has completed boreholes, dams, water pans and the Sh150 million Solio water project which will be complete in the next few months.
In addition, we continue to improve Nyahururu, Nanyuki, Rumuruti, Sipili, Kinamba, Ol Jabet and Wiyumirie towns to make them attractive and friendly to the residents and business community. We have completed improvement of 400 kilometres of road in all the wards.
Our universal healthcare model driven by our dedicated staff and community health volunteers has aroused global interest with nations like Vietnam, India and Philipines, seeking to learn from us. Although a county government, we have been invited to discuss our UHC model with nations (countries) in two international conferences.
That more than 16 counties have come to Laikipia for benchmarking, speaks volumes about our service delivery and performance culture that we are inculcating.
These are just but a few of the early fruits of the Laikipia public sector reforms. Of course it is normal for any change to meet some degree of resistance and our reform process is not an exception. Some individuals claim they lack computer skills and therefore they cannot fill the timesheets on COMS. Some other individuals have resisted the staff audit because they lack the relevant documents to hold the positions that they occupy in the civil service.
They know that their stay in the organization is no longer tenable and have attempted to incite others to resist the process. We will continue improving the county public service to make it efficient and more responsive to the citizens.
I have always stated and will always affirm that my government will always work and implement its decisions within the law.
