Budget estimates-public participation notice

INVITATION TO PUBLIC PARTICIPATION MEETINGS
ON 2018/19 COUNTY ANNUAL BUDGET ESTIMATES
The County Treasury seeks to take views from members of public, professional groups and interested persons/groups as a public participation requirement in line with Section 125(2) of the Public Finance Management Act, 2012. This will facilitate in the formulation of 2018/19 County Annual Budget Estimates. The meetings will be conducted in all locations within the County from Wednesday 11th April, 2018 to Friday 13th April, 2018 at the listed venues. The list of venues can be accessed from the County Website-www.laikipia.go.ke and Ward Administrators’ Offices.

Laikipia Enterprise Development Fund

LAIKIPIA ENTERPRISE DEVELOPMENT FUND
INTRODUCTION.
The fund was established through an enactment of the Laikipia county enterprise fund bill into law on the 19th June 2014. The fund was gazzetted vide legal notice no 18 act no 10 on 19/6/2014 established by legal notice no 10 of 2014.
Amendment of the same act on 29th June 2017 and regulations on 13th march 2018.
MANDATE.
Creating employment opportunities to a tune of 30,000 jobs in the private sector.
Rolling out 300 million to loan beneficiaries.
ADMINISTRATION.
The fund is managed by a board. The role of the board is to approve loans for beneficiaries. The fund manager is in charge of the day to day affairs of the board. The ward officers (CDA’s) are in charge of their respective wards.
Q. HOW DO I ACCESS THE FUNDS?
Application forms are available in all ward admin offices, fund manager’s office, co-operative offices and the destination Laikipia website.
LOAN QUALIFICATION REQUIREMENTS.
GROUP LOANS
Registration certificate under social economic category.
Bank statement for the last six (6) months.
MUST be Operating within Laikipia.
Group by-laws clearly capturing on collateral and guarantee issues.

TRADERS’ LOANS (individual, partnerships and companies)
Business should be operating within Laikipia County.
Renewed operating license.
Loan security (tangible collaterals).
CRB clearance certificate.
Bank statement for the last six (6) months.
For youths/unemployed; should provide a guarantor willing to avail tangible security for the loan.

LOAN POLICIES.
LOAN AMOUNT LEVELS.
FOR GROUPS: Ksh. 50,000 – Ksh. 300,000.
INDIVIDUALS: Ksh. 20,000 – Ksh. 200,000.
The loan interest is 6%. (annual)
Loan re-payment period is one (1) year for new applicants and between 1-2 years for subsequent applicants i.e. those applying for 2nd, 3rd … time.
Grace period is one (1) month for new applicants and two to three (2-3) months for subsequent applicants.
Mode of payment is M-PESA & BANK DEPOSIT.
APPLICATION PROCESS.
Collect an application from available at co-operative offices, CDA’s offices and the DESTNATION LAIKIPIA website.
Upon filling the form, return it to the CDA who shall forward the form to the fund manager for approval by the board.

The kenya climate smart agriculture program

The Kenya climate smart agriculture program is being rolled out in 24 counties of which Laikipia is a part. Extension services will be offered through private service providers in the mold of consortia. Local consortia are encouraged to consider offering the services. Five key value chains among other investment interventions will be promoted through this world bank financed program.

Ongoing initiatives in Laikipia County

Ongoing initiatives in Laikipia County,led by the Governor to ease the burden of health care,with only Ksh 500 per month you can access health services a all accredited hospitals and health centers all across the county, in addition to this profitable farming will also improve livelihoods,better assured markets and prices for produce and livestock through a cattle for beef offtake program partnered with the Kenya Meat Commission(KMC).

Public Participatory Meetings

From The week.starting on 5th through out to around 13th Feb and 15th the latest,there will be Public Participatory Meetings held at every sublocation daily all over the County in all wards to engage the citizenry in Participatory Budget (PB) process for a prioritised community project not exceeding 2 million per sublocation;
(i) ensure citizens prioritise expected projects
(ii)air views on ongoing projects
(iii)engage and mobilised on contract farming on informed enterprises to be practised in this case sorghum being contracted by East African Maltings Limited a subsidiary raw materials sourcing company for East African Breweries Ltd and Canola an oil crop
……Simply the idea of entrenching what was pledged and promised by the Governor during campaigns in his Manifesto and incorporated, drafted in the CIDP(County Integrated Development Plan) a five year county Master plan which will be divided into a realisable ADP (Annual Development Plan)

British High Commissioner consultation meeting with County Government of Laikipia

H .E Governor Ndiritu Muriithi held a consultation meeting with British high Commissioner’s Mr Hailey. Addressing the media today after a consultative meeting H.E Governor Ndiritu Muriithiand his Deputy John Mwaniki, British High Commissioner Hailey noted that more investors from UK have expressed interest in investing in the laikipia.
“The two countries have had common interests especially in military cooperation and this will not be stopped any time soon,” said Hailey He assured the Governor its soldiers will continue training in Kenya more so laikipia county despite numerous reports that indicated they could have migrated to Iran.
He further noted that they are looking on how they can expand UK support in Laikipia especially in Amaya Triangle Initiative in peace building and supporting the various development activities.
He said UK was looking on how it can support Laikipia county government in creating a very strong environment for private investors. About 6,000 troops of BATUK train in the area every year.
Governor Muriithi said the discussion was meant to promote increased investment in the area and the country at large.
He noted that the presence of BATUK in Laikipia had a positive contribution in local economy.
The Governor said Amaya Triangle Initiative was meant to restore peace in the four counties of Laikipia, Baringo, Isiolo and Samburu counties.

Laikipia West Technical Institute, Kabage

H.E the Governor Ndiritu Muriithi together with Laikipia west MP , MCAs and other leaders, visited Laikipi West Technical Institute at Kabage to assess the institution infrastructure development . In attendance were project contractor, ministry and county officials, Kiirwa TTI (sponsoring TTI from Meru) among others. They resolved that the institution must be completed by May this year.
Later they held a public rally in Rumuruti where education development in the county was emphasized.
