Governors HR Round Table: Building A Positive Culture For High Performance

A Governors Human Resource round table held on Friday, November 16, 2018 took stock of the ongoing public sector reforms in Laikipia county public service a year after their implementation.
The county is moving from implementation/compliance based approach to a result-based approach.
The roundtable, bringing together senior county management and consultants was themed Building positive culture for high performance.
It reviewed reforms around people, processes and systems all aimed at achieving results based management.
We should see a half-full glass as opposed to a half-empty glass.. we are here to celebrate success bearing in mind that a good thing can be made better, HE Governor Ndiritu Muriithi said.
Every departments outlined some of their achievements and successes. Chief Officers must ensure 100 percent of their budget.
Out of the 1,800 county staff, 1,364 have been trained of the use of the County Operations Management Systems (COMS) majority of them being in Finance followed by Agriculture department.
Majority of the county staff are already filling daily time sheets, apply for leave and allowances. All staff must utilize government systems. The county has moved to e-procurement.
There is need to have a few system with many elements of the existing systems.
The county government is able to pay for invoices within 60 days on average which a farm much better rate than in many corporates.
Having the right attitude is critical in achieving results. You cannot tell success from failure if you do measure. If you do not reward success, you will reward failure.
There is need to analyze all the systems under use by the county government and integrate some of them with COMS.
