The County Executive is the highest policy-making and implementing arm of the Laikipia County Government, tasked with delivering quality services, spearheading development, and ensuring efficient management of county resources in line with the Constitution of Kenya and the County Government Act.

Leadership and Composition

The County Executive is headed by the Governor, who is the Chief Executive Officer of the County. The Governor is supported by the Deputy Governor, County Executive Committee (CEC) Members, and the County Secretary.

The County Executive Committee comprises the Governor, Deputy Governor, and up to ten CEC Members, who are appointed by the Governor with the approval of the County Assembly. Each CEC Member is assigned a specific department or portfolio, such as Health, Finance, Agriculture, Infrastructure, Trade, and others. The County Secretary serves as the administrative head of the county public service and Secretary to the Executive Committee.

Mandate

The mandate of the County Executive is drawn from the Constitution (Article 183) and includes:

  • Implementing county legislation and national government policies within the county.

  • Managing and coordinating the functions of the county administration and its departments.

  • Preparing legislation proposals for consideration by the County Assembly.

  • Preparing and presenting the annual budget and development plans.

  • Ensuring effective service delivery to county residents.

  • Promoting socio-economic development and protecting the environment.

Service Delivery and Development Agenda

Under the leadership of the current Governor and his administration, the County Executive of Laikipia has prioritized programs aimed at transforming the livelihoods of residents. Key focus areas include:

  • Agricultural productivity: Supporting farmers through value addition, irrigation, and access to markets.

  • Healthcare services: Expanding and equipping health facilities to ensure accessible and quality healthcare for all.

  • Infrastructure development: Improving the county’s road network, water systems, and ICT infrastructure.

  • Youth empowerment: Promoting skills training, entrepreneurship, and job creation opportunities for the youth.

  • Environmental conservation: Advancing sustainable practices to protect and manage natural resources.

Accountability and Public Participation

The County Executive is committed to transparency and accountability. Residents of Laikipia are encouraged to actively participate in decision-making through public forums, budget hearings, and stakeholder consultations.
