Speech to National Government Administration Officers Laikipia County by H.E. Ndiritu Muriithi Governor Laikipia CountyIt is wonderful being here with you today to briefly take stock of the progress of our county after my one year in office.
As you know, the two levels of government, although distinct, are interdependent. The citizen is the same. The County is the same. And to achieve rapid progress, the right hand must know what the left hand is doing and vice versa.
To start off, I give you two books. One, a score-card, detailing what we have done in the last 12 months, and what we intend to do in the next 12, presented by ward. It details the projects, their status as well as investment amount involved.
Second, the Laikipia statistical abstract 2018. The book gives you detailed data by sector, often at ward, sub-county and county level. Use daily in your decisions recommendations and actions.
Let me turn to the big four for which you are responsible: Universal HealthCare, Manufacturing, Food security and Affordable Housing.
Education
I know education has not been directly stated as a big four. However it is the primary enable of the big four. If you fail in this sector, you will not achieve any of the big four.
Around the world, there is no middle income country where tertiary achievement is below 20% of the population. Therefore, I believe time has come to set for ourselves a target of a minimum of 25%of our population to have tertiary level education. Without this, we will not be able to attain high middle income status.
Education should make the individual wholesome, confident, innovative and productive. Education should not breed dependency and despondency. Education should not be a pass time. It should not be to find a job. Rather, it should make the person productive as they work for themselves or indeed another. What do the 70,000 or so micro and small businesses in Laikipia need?
Vocational Training- A new direction
First, vocational training is not for those students who fail at class8 of form 4. Rather, its for those with an aptitude for technical and engineering work. Many trades- plumbing, electrical electronics and mechanical works require young people for whom technical work comes naturally.
Second, and to encourage students to enroll for technical training at the vocational Training Centres, my government is offering a Kshs8,000 bursary to each student in these institutions .
The courses on offer now at the VTCs are market based, take shorter periods, of between 3 months and one year. We also expect a seamless integration with the newly started Technical Training Institutes at Marina, Mowarak and Karaba. In addition the VTCs and TTIs will play a critical role in our innovation and manufacturing programme. And Im sure you know that capitation by national government is 32,000per student and they are eligible for HELB loans!
UHC
As my chief officer has shown you, we are leading the nation with about 52% of the population now on NHIF and 44 facilities accredited and on-line to provide services.
What do we want you to do? Use your barazas, churches and tradition structures to drive registration.
Manufacturing
Our first innovation fair yield 50 Laikipians with market ready products such as the BJ50 and two wheeled planter. How can you assist? Buy Laikipia, Build Laikipia. For instance all school shoes should be made by the VTCs.
Food Security
Contract farming & feedlots: Explain to citizens at your barazas
Smart Towns
These are planned, paved, clean places to live. For the first time eer , citizens are directly involved in town planning. First up- Naibor, Wiyumiririe and Ol Jabet. What can you do? Help us promote a sense of ownership.
Finally, we need an urgent change of mindset. Of course we need more and better roads and other facilities. Yes we are in poor and rural neighbourhoods. Yes, there are challenges.
BUT:-
We are public sector managers/ administrators. It is our job to create change! If there were no management problems, there would be no need for managers!
To conclude then: Let us make bold, daring moves. Let us build a high performance culture.
