Laikipia County 2018/2019 Financial Report

We have released our financial statements for the 2018/2019 financial year and the first quarter of the 2019/2020. Section 164 of the Public Finance Management Act requires the County Accounting Officer to make annual financial reporting, specifically on Appropriation accounts and a statement of the entitys debt that is outstanding at the end of the financial year.
The county Government of Laikipia released the financial statement to conform with the law and more importantly for use by own management. These statements also provide a glimpse into the operations and management of the resources as well as financial soundness of our organization which should create confidence in our suppliers and investors as well.
Our aim as a government is to create a culture of transparency in our county by demonstrating fiscal responsibility.
HIGHLIGHTS OF SOME KEY PROJECTS
a. Public Service Review and Reform: performance management, rewarding exemplary performance, staff audit done among others.
b. Infrastructure: tarmacking of major roads within Nanyuki and Nyahururu, started the smart town initiative specifically in Wiyumiririe, upgrading of Rumuruti town to coble stone and initiated other infrastructural development in Rumuruti,
c. Water: started the solio water project that is to benefit over 20,000 persons, completion of Kariunga dam, and drilling, rehabilitation and equipping a number of boreholes
d. Trade : rehabilitation of the Nyahururu Industrial Site and tooling the shed (Lathe machine among others), supported over 200 innovators and have over 15 products in the market, initiated the phase 2 of Nanyuki Bus Park,
e. Education: completed two workshop sheds in our VTC, constructed 36 ECDE class rooms and furniture, issued 50M worth of bursary to 9,988 needy students.
f. Health: completed the phase1 of MCH 120 bed capacity maternity in Nanyuki and Nyahururu Hospitals and initiated phase2, increased NHIF enrolment to 62%, the Nyahururu KMTC is now in progress with initial admissions done among others.
RECOGNITION/INDICATORS
a. Highest life expectancy in Kenya, at 71.9 against Kenyas average of 67%
b. 2nd best county in infant mortality rate of 36/1000 against Kenyas of 47/1000
c. Best 3 is 2018/19 budget absorption with 81.3%
d. Highest county NHIF enrollment 62% above Kenyas average of 37%
e. Skilled delivery at 78% in our hospitals above Kenyas average of 65%
f. Developed the Statistical Abstract 2019
g. Under KDSP pragram, ranked 4th on prudent use of world bank resources (PP, PFM, ESA among other parameters.
h. Ranked 2nd on accountability and transparency by IBP (International Budget Partnership) for disclosures.
